Dates of common entrance tests announced by AP Higher Education - EAMCET on May 17


HYDERABAD: EAMCET for admissions to engineering and medical colleges in the state will be held on May 17 next year. While the notification will be out on February 10, the results will be announced on June 2, according to the Andhra Pradesh State Council of Higher Education (APSCHE). 

Among other common entrance tests, dates of which were released on Thursday, ICET for admission to MBA and MCA courses will be held on May 23 and its results will be announced on June 9. The notification for ICET will come out on February 14. 

ECET for admissions to diploma course in engineering will be held on May 10 and its results will be out on May 19, officials said. Notification for the same will be out on February 4. EdCET for admissions to BEd colleges will be held on May 2 and the results will be revealed on June 23. 

LawCET and PGLCET for admissions to law colleges in the state will be held on June 8 and results will be out on June 19. PGECET for post graduate diploma in engineering will be held from May 26 to 29 and results will be out on June 17. PECET for admissions to physical education courses will be held on May 5 and results will be announced one week after. Also, PolyCET for admissions to polytechnic colleges will be held on May 21 and results will be declared on June 5. 

The announcements were made by Venugopal Reddy, chairman of APSCHE. "The dates of the examinations may be altered if any of the public holidays declared for 2014 general or assembly elections overlap with the schedule. This includes polling day and counting day. Alternate dates will be announced in such cases," he said.

Odisha matriculation exams from February 25 to March 11


CUTTACK: Matriculation examination-2014 in Odisha would begin from February 25 and continue till March 11. 

A notification to this effect was made by the Board of Secondary of Education (BSE), Odisha, here on Thursday. 

More than six lakh students are going to appear the examinations in both regular and ex-regular streams in about 2700 examination centers across the state. 

The examinations would be held on alternative dates for the separate streams, said the BSE president D P Nanda adding the results of the examinations are likely to be published by April 30. 

For the first time this year, there would be multiple-choice-answer questions and long questions of equal weightage and a test examination of this pattern be held in every school in the month of January to acquaint the students with the new pattern of questions. 

Similarly, doing away with the earlier system of declaring the students passed in three different divisions (first, second and third), the BSE this year has decided to award the students passed in different grades such as A1, A2, B1, B2, C, D, E and F. 

A student securing less than 33 percent of marks would be placed in F grade and shall be allowed to repeat the examination for improving his gradation in supplementary or subsequent annual examinations, Nanda said.

Hiring foreign teachers will now be easier for IITs


NEW DELHI: Giving a big boost to the IITs plan to hire teachers from abroad, the home ministry has relaxed the income criteria for grant of employment visa to them. 

With this, IITs can hire faculties from abroad with a salary of $14000 per annum as per the revised norms. Earlier, visa was not allowed to those who would get a salary of less than $25,000 per annum. 

"We have already informed the IITs about the relaxation in norms," said an HRD ministry official, adding the new norms would help these institutes tide over the faculty shortage to an extent. 

However, the relaxation will be given for two years up to December 31, 2015 and it will be reviewed taking into account the progress in the intake of foreign faculty. 

While providing the relaxation, the home ministry has also made it clear that norms will be available only for those recruited as teaching faculty and not for exclusive research positions in strategic areas or in strategic institutions. 

The National Institutes of Technology (NITs) and central universities would also be benefited from this, the official said. 

IITs, which face up to 30 per cent faculty shortage are willing to recruit foreign nationals on contract basis for posts of assistant professors or associate professors. 

The IIT council had a couple of years ago given the go-ahead for inducting foreign teachers up to 10 per cent of the total faculty strength. 

The new norms would, however, not be available to foreign nationals coming from countries such as China, Pakistan, Afghanistan, Iran, Iraq and Sudan, he said. 

On the issue of recent reports of foreign students admitted to IIT Kanpur facing problems in local police stations at the time of registration, the official said they have taken up the matter with the highest level in Uttar Pradesh administration and have sought home ministry's intervention. 

As per rule, foreign students are required to get themselves registered at the local police station within a fortnight of arrival.

What is Article 370?


Article 370 of the Indian Constitution is a 'temporary provision' which grants special autonomous status to Jammu and Kashmir. Under Part XXI of the Constitution of India, which deals with "Temporary, Transitional and Special provisions", the state of Jammu and Kashmir has been accorded special status under Article 370.
All the provisions of the Constitution which are applicable to other states are not applicable to J&K. For example, till 1965, J&K had a Sadr-e-Riyasat for governor and Prime Minister in place of chief minister.
The provision was drafted in 1947 by Sheikh Abdullah, who had by then been appointed Prime Minister of Jammu and Kashmir by Maharaja Hari Singh and Jawahar Lal Nehru. Sheikh Abdullah had argued that Article 370 should not be placed under temporary provisions of the Constitution. He wanted 'iron clad autonomy' for the state, which Centre didn't comply with.
According to this Article, except for defence, foreign affairs, finance and communications, the Parliament needs the state government's concurrence for applying all other laws. Thus the state's residents live under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other Indians. As a result of this provision, Indian citizens from other states can not purchase land or property in Jammu & Kashmir.
Under Article 370, the Centre has no power to declare financial emergency under Article 360 in the state. It can declare emergency in the state only in case of war or external aggression. The Union government can therefore not declare emergency on grounds of internal disturbance or imminent danger unless it is made at the request or with the concurrence of the state government.
By far, the most debated and discussed article in the entire Constitution, Modi's suggestion on a debate on the abrogation of Article 370, has once again brought this provision in the limelight.

Robots to teach students
